That programme of “policy coups,” referred to by General Wesley Clark in his 2007 speech, is a permanent, constant feature of Pentagon life. We have to understand that the No. 1 duty of the US government is towards its own citizens. Permanent coups guarantee permanent jobs, people in permanent employment.
