They are all members of the international military or war club known as the United Nations Organisation.
Many UN countries intervene in the game of war, death and destruction. What you call “escalation dressed as restraint“, is necessary due to the ignorance or stupidity of humanity at large, who accept Militarism, that is Armed Forces and War industry, falsely called Defense, when military manufacturers pride themselves of producing the best attacking and lethal products.
